Heather Matthews is a resident of Willoughby, the daughter of Joe Matthews and older sister of Dillon Matthews.

Heather came with her father and Marion Reilly to meet with Miles Matheson. She took a wagon of supplies, with Miles, Charlie, and Gene Porter hidden inside to the Willoughby Train station. (Memorial Day)
Later, when President Jack Davis announced that Texas and the California were at war with each other, they went to inform Miles and the others. However, Heather's father, Joe, along with Miles and the others managed to expose Jack Davis' atrocities to Texas, and Davis was arrested by the Texas Rangers.
